FLASH has a peculiar interface - I guess you will find it quite suitable (if you spend enough time on it).

Make a base image (rough sketch) first. A Better sketch makes tracing easier.
Read the image into FLASH, resize it suitably, lock the layer and add new layer on it. It is convenient for tracing to use 2 layers, because you can easily hide/show the base image.
I feel the default pencil size (1pt) is too thick for the default movie size (512x512). I am always resize the movie - near 1000x1000 is good.

Using 'smooth pencil', do tracing as rapid as possible.

Don't mind small mistakes. You can easily undo the strokes by Ctrl-Z. Small problems can be fixed by dragging it with Ctrl. If there are too many control points on the stroke to fix the problem, use '[Modify]-[Smooth]' to reduce the number of control points before dragging. Keep your left fingers on Ctrl and Z while tracing.
Connect intersections firmly to make painting easier. You can easily remove overrunning line segments by cool 'faucet eraser'.
You may feel it difficult to trace acute edges by 'smooth pencil'. There are about 3 ways to workaround it - (1) Use other pencil tools. (2) Trace it by 2 strokes and erase the overrunning lines by 'faucet eraser'. (3) Make edge by dragging the stroke with ALT.

After tracing are finished, fix overrunning lines - just clicking them by 'faucet eraser'. I recommend to do [Modify]-[Curve]-[Optimize] at this stage. Of cause you can do curve optimization when you finished the artwork, but sometimes it goes wrong and makes unexpected artifacts - it may difficult to find and fix such small artifacts.
Next step is painting. Before painting, add extra strokes to 'shade' the character. I'm always using cyan at this stage.

Paint the artwork by 'paint backet tool'. Although there are 'close small gaps' mode - you may feel it cool - I'm usually using 'don't close gaps'. 'Close small gap' is slow and imperfect - it makes small unpainted region at acute edges, and I feel quite tedious to find and fix them all.
After you painted all regions, delete the extra cyan strokes - just doubleclick the strokes and press delete key.
Fine highlight and gradation can be added at this stage. I think it is better to keep such kind of decoration necessary minimum, since they may kill the entire artwork.
